Identification and Access: People, Vehicles, Weapons, Etc.

Identification

Students and employees are required to obtain and maintain an identification card. Students must have their IDs available and should display them while on campus.

Each curriculum student receives one free ID card at the semester of entry. Continuing education students must purchase ID cards for $3.00 at the time that they register for classes. Students should have ID cards validated each semester with a sticker they can obtain in the Business Office or Student Activities Office. Employees should have ID cards made as soon as possible once they begin work. Replacement ID cards cost $5.00 for everyone.

All employees, including Campus Police Officers, are empowered to stop and identify any person on campus. Anyone on campus should be prepared to show campus or other identification at all times. Any individual who disrupts the educational process, endangers someone else, or fails to identify themselves shall be asked or directed to leave the campus. If a person refuses to leave, student disciplinary action under the handbook and/or a second-degree trespass warning will be administered, and failure to comply will result in trespass charges being filed.

Campus Access

There will be no access to Wayne Community College buildings between the hours of 11:00 p.m. and 7:00 a.m. During business hours, the College will be open to students, parents, employees, contractors, guests, and invitees. During non-business hours, access to all College facilities is by key, if issued, or by admittance via the Office of Campus Police staff. In the case of periods of extended closing, the College will admit only those with prior written approval to all facilities.

Some facilities may have individual hours, which may vary at different times of the year. Examples are the Fitness Center, the Library, and the Open Computer Lab. In these cases, the facilities will be secured according to schedules developed by the department responsible for the facility. Two persons must be present at all times when using a facility such as a shop, fitness center or laboratory where potential for injury exists. Students desiring access to any academic facility at any time must be accompanied by a staff member, preferably from that department.

Emergencies may necessitate changes or alterations to any posted schedules. Campus Police and Plant Maintenance routinely examine security issues such as landscaping, locks, alarms, lighting, and communications. Anyone can report concerns to the Office of Campus Police at any time by calling 919-739-7050.

Children on Campus

Children are not allowed in classrooms, laboratories, or offices without permission of a college Vice President or the President. Children are also not to be left unattended in vehicles at any time. Students bringing minors to class will be asked to leave and will be immediately referred to the Director of Counseling Services. Children visiting the Dental Hygiene Clinic will be exempt if their reason for being there is dental care.

Vehicle Registration and Parking Decals

All vehicles to be operated on campus must be properly registered and display a parking decal on the lower-left side of the rear window. Motorcycles and mopeds are also subject to this policy.  Students, faculty, and staff must register their vehicles. Failure to comply with the vehicle registration procedure constitutes an offense equal to a violation of the college’s Traffic and Parking Policy and may result in a fine.

Curriculum students normally obtain parking decals during registration but they may be purchased from the Business Office at other times and issued by the Student Activities Office. Each curriculum student receives only one free parking decal. Additional parking decals can be purchased in the Business Office for  $2.00 each. A valid license plate number is required to obtain a parking decal. Both day and night Continuing Education students are required to display a parking decal. The Student Parking Fee is $2.00. Parking decals must be purchased in the Continuing Education Services Office at the time of registration.

The person to whom a vehicle parking decal is issued is responsible for all parking and traffic violations of the vehicle for which the permit is issued.

Students may obtain a temporary parking pass by contacting the Student Activities Office.

Motorcycles/mopeds must have a parking decal visibly displayed.

Weapons on Campus

It is against the laws of the State of North Carolina for weapons to be possessed on any property owned, leased, or occupied by any North Carolina educational institution, except as defined in the limited exception in North Carolina General Statute 14-269.2(k). This includes handguns, shotguns, rifles, BB guns, air rifles, tasers, bows, swords, knives, etc., but is not limited to these items. No Alcohol, Drugs, or Tobacco

Wayne Community College maintains an alcohol- and drug-free environment. It it the policy of the college that the unlawful manufacture, distribution, dispensation, possession, or use of a controlled substance or alcohol is prohibited while in the workplace, on college premises, or as part of any college-sponsored activities.

Smoking and use of any tobacco products or any items containing or reasonably resembling tobacco or tobacco products, including all forms of e-cigarettes or other ”smokeless” devices is prohibited on the WCC campus. This encompasses all buildings, vehicles, walkways, campus grounds, parking lots and instructional areas, including instructional areas of off-campus college programs and courses.
